Is this email from yahoo legit?

If you didn't initiate email verification then it's probably fake. Hover your mouse over the link and check the address on the status bar at the bottom to see if the main domain is actually yahoo.com. It may show something like yahoo.com.anotherdomain.com/... then you now it's fake.
