How do I handle this mother in law hoarder?

So idk what to do anymore about my hubs mother. He moved her in last august bc she got kicked outa her apt for having 37 finch birds tht were not all in cages plus boxes upon boxes of junk from floor to cealing. She has a room in our unfinished basmnt which is packed full of garbage and more boxes looks like a episode of hoarders even her bed! She saves the most rediculous foods N EATS IT.. last night she added meat 2sloppy jos she had sit in the frige for 12days and then froze it in baggys. (i have a 5&7 yr old. And babe3 on the way in 5wks) she said shes going to be outta here by the time my baby comes but hasnt evn looked for a place yet she bought a van and says she can live in that or in her storage cubical she rents for4oo$ a mon (she pays nothin to live here) she doesnt clean she doesnt help buy househokd things she doesnt shower obly but 1a wk. Her van is packed of garbage I cant take it anymore her and I fight alot she trys parenting my kids she treats my husband kike hes married to her she even crapso n the toliet seat! im constantly cleaning up after her. My family thinks I should call the health inspector on this lady. Her sons dont help her I am jw WHAT AM I SAPOSE TO DO SHE WONT GET HELP WHICH CLEARLY SHE HAS SOME MENTAL ISSUES.. ? WHAT TO DO WHAT WOULD YOU DO? THANX
